How do I get rid of cellulite and stretch marks?

Ok, i have cellulite and stretch marks and I want to get rid of them asap! I have cellulite on my hips, butt, and the most on my thighs. i have stretch marks on my hips and thighs. I am not over weight and am on a budget. What things can I do, use, etc. to get rid of both problems? Please give suggestions, advice and tips about products, methods,etc. Thanks!!
