try simple green it is pretty good and biodegradable so it shouldn’t harm then land or ground surrounding, as for the flies, there is not much you can do about it living next to a farm with live stock. You can all ways try spraying fly spray like raid or yard guard for the flies, other than that I wouldn’t no how else to help you, sorry.

TMin got the cleaner right. I would recommend cleaning from the bottom to the top. It will help reduce streaking.
Home Depot, Lowes and Wal Mart, sell vinyl cleaner designed specifically for houses.
Costal power clean fron the auto parts store worked great on my viynl. I applied it with my pressure washer. And just rinsed it off.
