Let me just say that I live in a condo that is connected to other condos to the left and right. There’s no one underneath us, we’re in a townhouse. Question by john b: I I need to reformat the hard drive on my old desktop Dell so I can get rid of “Bugs” and reinstall windows 98

I’ve tried just reinstalling 98, but it just goes back to same problems I had before: won’t shut itself off, won’t defrag. Reinstallation doesn’t give me the option to reformat before I reinstall. Is there another way to reformat the hard drive??
Am just trying to salvage this PC to give to a senior who can’t afford one. Don’t wish to upgrade it.
